Q: does this mode only enable mission builders to implement those objects in any new mission, or does it populate the existing stock airfields with those objects too? I'm not much of a mission builder, sorry for the stupid question...

Only gives you these items to place into your missions but the author has supplied a link to two missions with bases already populated
